Shape-Shifting Nonprofit Is Major Funder of a Run-and-Gun Super PAC
The Hometown Freedom Action Network contributed to an Ohio nonprofit called A Public Voice, Inc. (APV), which has almost no public presence. Groups such as APV are shape-shifters — organizations that pop up to influence elections or ballot initiatives and then change their names and focus, making it even harder to track the money behind them.
