Jared Kushner’s powerful, unvetted role in Trump admin foreign policy
Jared Kushner, the president’s son-in-law, has been installed as one of America’s top diplomats. He has repeatedly represented the United States government in high-profile diplomatic negotiations despite never being officially nominated or confirmed to a role in the second Trump administration or filing a financial disclosure, according to a CREW analysis. These findings reveal the extent of Kushner’s involvement in U.S. foreign affairs underscoring concerns about transparency and potential conflicts of interest and adherence to government ethics rules.
What was Kushner’s role during Trump’s first term?
During the first Trump administration Jared Kushner served as a senior advisor to the president, led the White House Office of American Innovation and played a central role in U.S. foreign relations. Beyond seeming to violate the purpose of the anti-nepotism statute, Kushner’s role in the first administration posed many conflicts of interest, by placing a family member with extensive private business ties at the center of U.S. policymaking.
What has Kushner done during Trump’s second term?
During a 2024 interview with Axios, Kushner said that he would turn down a request to work in the White House again, even if asked by Trump. Yet, Kushner has reemerged as a key player in the administration’s foreign policy efforts. Throughout Trump’s second term, Kushner has represented the U.S. in negotiations with foreign leaders. At the same time, Kushner is running an investment firm with billions of dollars in assets under management, overwhelmingly from foreign investors, though he claims he has not taken any diplomatic actions to benefit his firm, himself or his investors. Despite serving as one of the administration’s top foreign policy negotiators, he has not filed the ethics paperwork required for a high-level government official.
Kushner has represented the United States in dozens of publicly reported meetings with foreign officials. His diplomatic foreign travel has included engagements in Egypt, France, Germany, Ukraine, Russia, Switzerland, Oman, Qatar, Pakistan, the UAE and Israel. Domestically, he has attended meetings with foreign officials in Washington, DC and Florida.
Kushner’s diplomatic work has focused on major global conflicts, including conflicts in the Middle East. He has participated in peace negotiations surrounding Gaza and Iran, including meetings with Hamas, Israeli and Iranian leaders. In January 2026, Trump announced the creation of the Board of Peace, with Kushner as a founding Executive Board member. He has been involved in meetings with leaders from other Middle Eastern countries, including Qatar, the UAE and Saudi Arabia.
He has also been involved in negotiating peace between Russia and Ukraine. In December 2025 alone, Kushner traveled to Russia to meet with President Vladimir Putin at the Kremlin, met with Ukrainian President Volodymyr Zelenskyy in Berlin and met with national security advisors from France, Germany, Ukraine and the UK to discuss security guarantees for Ukraine in Florida.
What are the ethics concerns with Kushner’s role?
Kushner’s extensive involvement in U.S. foreign affairs raises questions about potential conflicts of interest. For months he has participated in diplomacy and foreign policy discussions and represented U.S. interests abroad while maintaining significant business interests in the Middle East, including financial interests that overlapped with countries central to his diplomatic activities. About 99% of the firm’s assets belonged to non-U.S. investors. These reportedly include investors from Saudi Arabia, the UAE and Qatar. Kushner has not followed the transparency and ethics rules required of government officials, including disclosing his financial entanglements.
Kushner’s diplomatic work raises questions about potential conflicts of interest and the administration’s reliance on a family member who has not been properly appointed and who has not filed financial disclosures.
Here is a timeline detailing publicly available information regarding Kushner’s role in the Trump administration, focusing on his diplomatic meetings with foreign officials on behalf of the U.S. government:
